March 12, 2000 Oglala Sioux Tribe To All Board Members: This letter will serve as our official request for your protection for the elders, women, children and our sacred cannupa currently occupying the Red Cloud Building. As you are ware, the "renegade" tribal council, under the advice of their illegally contracted attorney, Richard Erie, has passed a resolution to remove the Grass Roots Oyate from the building. In their meeting, aired live over KILI Radio, they stated that they will recruit outside law enforcement to physically removes us. We have declared our sovereign immunity in this building under the guidelines of the 1868 Treaty at Fort Laramie. Any actions against the Grass Roots Oyate by federal officers will be direct violation of this treaty. Importantly, the Grass Roots Oyate entered the building in a peaceful, nonviolent way to demand the immediate permanent removal of Wesley Jacobs from all tribal positions, and to protect the people’s financial records from further tampering/destruction pending a five-year, full forensic audit of all tribal accounts. This week, we began a very orderly and inclusive project to reform the IRA government in accordance with the guidelines with the C.F.R. This is a respectable and legal process that should receive full federal support instead of uninformed interference by Robert Ecoffey. Therefore, we are requesting immediate protection form the OST Department of Public Safety against renegade forces. Respectfully,
