January 22, 2000

Red Cloud Tribal Building, Pine Ridge Indian Reservation, South Dakota:

On January 21, 2000 at approximately 6:15 P.M. the telephone services for the Red Cloud Tribal Office Building were turned off. Through investigation by the Grass Roots Oyate it was found that Wesley "Chuck" Jacobs gave the order for telephone interruption. The Grass Roots Oyate drafted an official document that was signed by the Honorable Vincent Brewer of the Oglala Sioux Tribal Court System. They then delivered the Signed Court Order to the Telephone Coop. Telephone communication has been restored as of 12:30 A.M. January 22, 2000.

At approximately 9:30 P.M. the access to the Internet was interrupted and is still out of service. The Telephone Coop. is investigating the interruption.

Some members of the Tribal Office Personnel returned to work today. The Tribal Judge ordered the Financial Staff to return to work as of January 20, 2000. It has been discovered that Wesley "Chuck" Jacobs has threatened the Financial Staff by telephone saying that if they returned to work during the Occupation of the Pine Ridge Red Cloud Building they would be terminated from their duties.

Every day, through prayer and group conversations and guided by our chanupa, The Grass Roots Oyate decide on every aspect of what will be done. We do this in the way the Sioux Nation was run in the past. As one People, and not as one person.

At a secret meeting of the current Tribal Council, in Porcupine, South Dakota, a spokesperson for the Grass Roots Oyate told President Salway that we are not aligned with him. The Grass Roots Oyate are aligned with the people. President Salway, on two separate attempts January 21, 2000, was refused admission into the Red Cloud Tribal Office Building. The Grass Roots Oyate do not want anyone to think that they are aligned with President Salway.

Our Women, Children and Elderly are still with us in the Red Cloud Building at this time. They are a part of the people. We have taken every measure to insure their safety.
